Why not place all three dropdownlists within the same update panel?
I have 4 ddls, each relying on the one above. In a simple arrangement like that all you have to do is locate the ddls in the panel and make sure autopostback is enabled.
It should just work, my experience may be limited but i have found the designer to be very unhelpful when it comes to Atlas. My advise to you is to setup your controls so that they work outside of the update panel. Then just write the panel around your controls. The designer might complain but if you browse your page it should work.
